Ah, so this wasn't a deliberate decision. Did you find that with a regular "duty roster" it used to work better? At least I have the impression that the regular patch pilot shifts, which people have in their calendars, improved the situation quite a bit (although it's still far from perfect, of course); these two processes seem comparable.
