Several suggestions have been made regarding the quantitative performance goals 
in mankin-pub-req.

It was recommended to remove the numeric values and simply indicate that the 
values will be determined in the contract with the technical publisher.  
However, there was some desire to keep the quantitative values but indicate 
(with a note) that these represent targets desired by the IETF community with 
the understanding that the actual values are subject to negotiation and will be 
determined as part of contractual agreements.

It was recommended (offline) that the targets for pre-approval editing be 
tightened to 10 days (average) and 15 days (90%) since turnaround time is 
critical in this phase of the work.

It was recommended that the upper percentiles be changed from 98% to 90%.

Recommendations:

1. Keep the quantitative values but add notes indicating that these represent
