Thanks to everyone who sent messages on this issue.  As it turns out, it
was a hardware problem.  We'd ordered 50 modems, and tested about 5 or 6
out of the batch: all worked flawlessly, so we started building boxes with
them.  All of a sudden, boxes stopped working -- could not dial.  When I
checked the actual cards, I noticed that most of the modems were "Rev B",
much earlier than the "Rev E" modems we had tested!  So: it was not a PPP,
Linux, or driver problem but rather a hardware problem after all.  I'm
going to try a firmware upgrade on the "Rev B" modems and see if that
fixes the problem.
