Depends :-)

The BOOK/ARTICLE distinction is based entirely on whether the end
document will be a DocBook BOOK or ARTICLE.  The difference is in
which elements you will use.

How to choose?  Someone with more DocBook experience than me will be
along shortly, I expect, but my take on it is that a BOOK is anything
long enough to need an index, and an ARTICLE is shorter than that.
Most existing HOWTOs are probably ARTICLEs - or would be if they were
in DocBook.
