*The .Net Lead Developer Qualification Requirements*

The .Net Lead Developer consultant will be able to work under the direction
and leadership of the .Net Architect, Agency CIO, and Chief Enterprise
Technology Manager, and IT business personnel to design, development, and
maintain deployments of .NET solutions within the OITS Microsoft server
environment.

The consultant will have:

·         Five years of experience in structured enterprise architecture,
including the definition of standards and guidelines for IT design,
implementation and ongoing support across a broad spectrum spanning:
software engineering, distributed systems, database performance, network
design, and Internet security.

·         Expert in MVC pattern implemented in ASP.NET 3.5, using Visual
Studio 2008.

·         Expert in Windows Communication Foundation (WCF) web service in
.NET 3.5 using Visual Studio 2008 and the Web Services Software Factory
Modeling Edition

·         Expert in AJAX using jQuery AJAX functionality

·         Expert in SCRUM methodology

·         Experience writing unit tests (nMock 2 preferred)

·         Experience with SQL database server, T-Sql and stored procedures

·         Experience with Oracle database server, PL/SQL and stored
procedures

·         Experience creating and implementing Web Services, not just
consuming services

·         Documentation of code and SDLC practices

·         Demonstrate organizational and interpersonal skills; excellence in
cross-group collaboration; ability to deal with ambiguity; strong drive for
results**
