Dear All,

The experience of last few years in operating Telecenter at rural areas clearly shows that the Telecenter operators have failed to make appeal to the govt. as well as development partners at substantial approach. No where in the world, Telecenter has widely expanded, particularly in developing countries, where Telecenter movement should get priority as thrust area.

There might have two reasons, one is lack of proper marketing with appropriate business module and the second reason is absence of common platform to raise the voice to promote Telecenter movement in the global forums.

This group can contribute to resolve the both limitations, once a Working Group (Global as well Regional) established with specific business agenda, it can help the Telecenter operators in partnership with other international research groups to design Business Module for Telecenter as per country aspect and also can become a strong cluster within the civil society group to raise the voice in the global forum.  

So, the coordinators of this group may come forward with request to the participants to contribute towards initiating the working group. The Prepcom 2 may be the right place to launch the group after completing the groundwork by this time.

In case of forming the group, country aspects and individual�s involvement, contribution and capacity should be considered.

Once the group is formed and start working at different level, documentation and strategic partnerships may also be established for providing support to the Telecenter operators working all over the world.  

Let�s move forward rather discussing the old issues repeatedly.
