Subject: Public Warning Workshop at WSIS (Nov 14, 10-12)
An Open Workshop on "ICT for Public Warning" will be held at the
WSIS venue on Monday 14 November, 10:00 - 12:00, in Room Bizerte.
Please invite anyone who may be in Tunis to join in this workshop
about collaborative actions "to assure that standards-based,
all-media, all-hazards, public warning becomes an essential
infrastructure component available to all societies worldwide."
Those who wish to give a presentation or discuss proposals
"off-stage" should contact me by e-mail beforehand.
Eliot
Information and communications technology providers are bringing out
standards-based solutions to alert the public about major hazards and
to communicate warning messages via multiple media. Governments and
international organizations such as the UN, the European Commission,
and the Group on Earth Observations are coordinating policies and
financing technology development to support all‑hazards, all-media
alert systems.
But, more is still needed to meet the Challenge of Public Warning:
Collaborative actions are necessary to assure that standards-based,
all‑media, all-hazards public warning becomes an essential
infrastructure component available to all societies worldwide.
WSIS provides an opportunity to focus global attention on this issue,
whether through the WSIS Declaration and Plan of Action, or through
direct action by leaders thinking globally.
Anyone interested in the Public Warning issue is invited to share
ideas at this Workshop.
Presentations on key aspects of standard-based, all-hazards, all-
media, public warning will provide background for discussions of
immediate and near-term actions. For example, Eliot Christian of the
United States Geological Survey will present on implementation of the
all-hazards, all-media Common Alerting Protocol (CAP) standard. And,
Paolo Rosa will provide a presentation from the ITU perspective as
head of the Standards Cooperation and Communication Division. There
will also be a demonstration of mapping technology using open
standards applied to public warning, giving enhanced "situational
awareness".
