1.All programmer/analysts must have a minimum of two (2) years of verifiable
experience utilizing Pacbase in a relational system on a Unisys OS/2200 or
IBM mainframe system.

2.Eight (8) years total of verifiable IT programmer experience.

3.Undergo and pass a criminal history background check

Experience, including environments, must be fully documented.

This project requires the resource to collaborate with supporting
resources acrossbusiness and/or functional lines. The resource is required
to have good oral and written skills. Additionally, the resource must have
good organizational skills, proven analytical, planning, problem solving,
and decision-making skills. It is required that the resource is
knowledgeable in the English language and speak clearly and understandably
using the English language.

Description:
Purpose:

The retraining of our staff will require a significant amount of time to
transition from procedural development to Object Orientation. The DLS and
VRS are the Pacbase systems. It is virtually impossible to provide
significant time for developers to retrain through traditional means (code
freezes, maintenance only, etc.). The systems are large and rarely are
without major active changes and maintenance. For example, some of the
on-going tasks include VRS Rewrite, Vehicle Registration Common Name and
Address (VNA), REAL-ID, Systematic Alien Verification for Entitlement
(SAVE), Digital Image Exchange (DIE), Electronic Verification of Vital
Event Records(EVVER), the migration from the mainframe, etc. We cannot
interrupt these changes and modifications, but we also need to get the
individuals that work on these tasks trained in the new methodologies.

Objective:

Consultants will augment the ITO development staff which will permit the
ITO staff members to train in .NET computer language in preparation for
the migration of the programs from Pacbase language on the Unisys
mainframe to .NET language.

Scope of Work:

The ITO is engaged in an effort to move all functionality off and
decommission the Unisys 2200 Mainframe. One part of the overall effort
involves migrating mainframe applications written in Pacbase into a
Microsoft .NET Framework.

The client would like to secure a Pacbase qualified Senior Programmer
Analysts to augment the ITO development staff to permit these staff
members to train in .NET language and to support Pacbase development and
maintenance as we migrate from the Unisys mainframe and prepare to move
the systems from Pacbase. Pacbase is the Computer Assisted Software
Engineering (CASE) product that houses the business rules and generates
the program code that supports the central DLS and VRS. The consulting
services requested are to augment the staff as we undergo the retraining
of our staff to develop with .NET tools (Visual Studio etc.).

Deliverables:

 The major tasks of the Consultants will include:

1.Assist in the resolution of all anomalies in the database and assist the
business area in updating data conditions as directed. Write and run scans
to assist in problem identification.

2.Support the migration of the VRS through performance of Pacbase
development tasks as assigned.

3.Perform the necessary data mapping, and unload the data from the current
DLS and VRS for loading into the new database. Run mock conversions and
scans to identify and count the exceptional conditions to the load.

4.Support the running of current production processing.

5.Complete the development of the reports as specified.

6.Enhance screens and provide additional development efforts as directed.

7.Support resolution of any post-conversion issues as assigned.
