On Friday we decided that requesting channels with no initial streams needs to
be possible, so CMs should initially support CreateChannel({'TargetHandleType':
CONTACT, 'TargetHandle': ..., 'ChannelType': 'StreamedMedia}).
Later, we want to support CreateChannel({'TargetHandleType': CONTACT,
'TargetHandle': ..., 'ChannelType': 'StreamedMedia, 'InitialAudio': TRUE}) or
something.
