You're welcome to help that draft to move forward: it mainly needs a trial implementation in a connection manager, I think. (I'd suggest telepathy-gabble.) However, that's an API to block individual "bad" contacts. Setting a general policy for "everyone not on your contact list" is a different draft, <https://bugs.freedesktop.org/show_bug.cgi?id=24908>. It's not clear to me which one you want. (Depending on the protocol, it might be the case that only one of those two possibilities can ever be supported; I believe XMPP and MSN are examples of protocols where either or both can happen.)
