Nope.

The correct links are:

http://packages.debian.org/unstable/perl/libtemplate-perl
http://packages.debian.org/unstable/perl/libtemplate-perl-doc

There was a re-sectioning for Perl packages between the last stable
release and the current testing and unstable releases.

The version in stable is quite old and stale -- but still works. You
can, however, get the source packages from the pages above and with a
quick 'dpkg-buildpackage' rebuild the newest version for your stable
system. Feel free to contact me if you need any help with this.

And no, I haven't yet built the 2.11 TT packages. I was waiting for
2.12 to make my move. :)
