I had a problem like this last year and solved it with this advice from Johannes Kilian:

1. Start <ppm>
2. Add the U Winnipeg archiv as new repository (<rep add UWinni
http://theoryx5.uwinnipeg.ca/ppms/>)
3. Search for <template> with <search template>
4.) Install Template-Toolkit with <Template-Toolkit>
