Did the original text come from an email message?  At the beginning of a line, 
"From " is always 
quoted when part of a message body, because that's the delimiter between 
messages in standard Unix 
mbox format.  And when this happens, it gets quoted with ">", exactly as you 
describe.

It might be that the text was modified before TT ever touched it.
