Yes, you are right - combine_tessdata do not make a bnm.trainneddata in
tessdata folder. It never promiss to do it.

If you need reply with more details, first you must povide details :-) E.g.
OS, tesseract/combine_tessdata version, exact command you run, content of
directory before/after running command...
