Since tibetan has unicodes,viz range:F00-0FF. So it can easily be trained in tesseract-ocr and generate tib.traineddata by following the wiki instructions. no difficulty . I find that consonants and vowels has similarity with Indic lang. Try with tool jboxeditor which will generate box and tif files based on text files and can generate traineddata file by following instructions laid down in the wiki. Wish you Good Luck.
