All your examples show only digits.  Is that representative of your use 
case? Have you considered using something like OpenCV?

Having severely clipped characters is going to be problematic for either 
Tesseract or OpenCV (but perhaps less so for the latter).  Is there a way 
you can improve the upstream pipeline to minimize this problem?
