Something I've found recently is that my /var/run/httpd and /var/run/mod_mono 
directories keeps being deleted. Once I manually create them with ownership 
given to apache, I'm able to get apache to run again. Try checking to make sure 
that /var/run/httpd exists. If not try creating it. I'm not sure if there's a 
bug report created for it yet or not, but I've noticed it's happened twice in 
the past month in rawhide.
