As a diagnostic, please run  "efibootmgr --verbose"  and post the output.
This will show what fedora thinks is the boot order and parameters
for EFI booting.

My UEFI+BIOS on ASUS P8Z68-V/GEN3 generates a one-time boot menu
that lists everything (including separate BIOS mode and UEFI mode
boots for "the same" partition where plausible) but currently
I cannot install f19-TC1 because of
  [Bug 947142] write to /sys/firmware/efi/vars/new_var results in ENOSPC
I suspect that both ASUS and Fedora still have bugs here.
