Because there is no requirement for them doing so when they become
maintainers for a given package nor is it being ensured if package is
orphaned that the maintainer that takes it over is in any communication
with upstream.
The rest is basically you telling us that you want ship that package
maintainership responsibility over to the QA community (
triagers/testers ) if that is the case is it not better that our
triager/tester teams deal directly with upstream with the people that
know and can fix their code.
