I have a possibly related problem, but I haven't had luck narrowing down where the problem is...
shift key is not reliably bringing up the GRUB menu on a reboot; for sure it never does with virt-manager VMs. I'm not sure if it's a GRUB bug or a virt-manager bug or an edk2 bug or what but it's quite aggravating.
