Hi,
in the F42 cycle, we had a bug blocking Beta because one image was oversize
[1], and realized [2] that it might be time to revisit this criterion [3].
The criterion targets Beta historically, because with optical media, there
was no way of using a "larger install medium". That's no longer the case
with flash drives. You can easily use a bigger one. And for Beta purposes,
it really doesn't matter whether we've hit the limit or not, we need to
test the functionality. Furthermore, we no longer even block Beta on
optical media (that's just Final), so even the optical case no longer
applies there.

For these reasons, I believe it makes sense to target the Final milestone
with the size requirements, instead of Beta.
