I just saw that in the kernel test days, kernel.org is not allowed (according to the info text at least) for Bug URLs.
I think it is useful if submitters do not have the burden to create a RedHat Bugzilla ticket in order to link a bug of a kernel if the issue is already known to affect multiple Linux distributions and if it is already taken care of by the upstream maintainer. Having the kernel.org bug ticket is better than nothing, as some reporters might not want to invest the time to create a RedHat Bugzilla ticket if there is none yet.
