Ah, so the page used to be http://dev.laptop.org/wiki/NewTickets , but it's not ideal... as it's not specific to OLPC bug tracking. I therefore suggest continuing to flesh out http://wiki.laptop.org/go/Submitting_bugs , as a good starting point for inexperienced bug trackers is key.
