G'day Nipuni, What you describe is expected behaviour. Sugar was changed so that icons in the activity ring change to colour when they will activate a journal entry instead of launching the activity empty.
To launch an instance of the Write activity with no document loaded, right-click on the Write activity icon in the activity ring, or use the activity list view (Ctrl/2) to select it.
