It depends on how the problem is reported. Best thing is a description of the steps that lead to the problem, including each user action. If the person reporting the bug is unwilling to invest in such a description, then just post what you can to the bug tracker and a developer will ask questions to satisfy the missing pieces. There is no single place that I can say "look here".
