Well, first can this to point to your base test suite URL:
"http://dev.jquery.com/~john/changeset/{REV}";
Next it looks like you'd change the rest to:
%SUITES = map { /(\w+).html$/; $1 => "$SUITE/$_"; } glob("tests/unit/*/*.html")
