Well, the meaning of !! is different. To get what you want, you have
to set
TEXMFDBS
in a way that excludes your $HOMETEXMF, e.g.
TEXMFDBS = {!!$TEXMFLOCAL,!!$TEXMFMAIN,!!$TEXMFDIST};$VARTEXFONTS
