Debian 3.1 ships with teTeX 2.0.2
The current version of teTeX is 3.0

If a distribution ships with an older version of teTeX you should 
discuss this with the package maintainers of your distribution. [1]

[1] This is not meant against the Debian teTeX maintainers, I do 
    understand their rationale for shipping Debian 3.1 with teTeX 2.2
