I think the best way is to compile it again under HP-UX 10.20
The structure of the file system locations is changed to a better overall
layout. ( No /usr/local .. )

Maybe this will gives you  direction
  
make distclean
./configure --x-includes=/usr/contrib/X11R6/include \
            --x-libraries=/usr/contrib/X11R6/lib \
            --prefix=/opt/teTeX  >& configure.log
make all >& make_all.log
make install-exec >& make_install-exec.log
