On my linux system the x-permission was set (by install -- the default is 755 which is why you need the -m 644 option to install documentation) when the file was installed. Why does the permission in the source tree matter? Are you using a funny version of install? Speaking of permissions, Mandrake's msec security tool noticed a few world writable files/directories in the main texmf tree: texmf/fonts/pk texmf/fonts/pk/ljfour texmf/fonts/pk/ljfour/jknappen texmf/fonts/pk/ljfour/jknappen/ec texmf/fonts/pk/ljfour/jknappen/tc texmf/fonts/pk/ljfour/public texmf/fonts/pk/ljfour/public/dstroke texmf/ls-R texmf/web2c/mf.base texmf/web2c/mf.log
