I'm not sure what to reply about number (3). Yes, we ship empty files for all languages without hyphenation exceptions. One thing I'm sure of is that I shouldn't put any comments in those files as this might break things. We could in principle delete empty files. Or document the situation somewhere. Any suggestions?
