Plain TeX gives "of-fice":

  $ tex
  This is TeX, Version 3.14159265 (TeX Live 2015) (preloaded format=tex)
  **\showhyphens{office}

  Underfull \hbox (badness 10000) detected at line 0
  [] \tenrm of-fice

  \hbox(6.94444+0.0)x16383.99998, glue set 9803.12646 []

...which suggests you may be seeing a ConTeXt anomaly. How exactly are you testing it?
