But then I'm not sure that there is a suitable version of patgen that can take utf8 input and compress tables for arbitrary Unicode ranges?

In this matter I defer entirely to the TUG hyphenation team (Arthur, Mojca, ...) who know infinitely more about such things than I ever did or will.
