no: we don't make recommendations like that.  the change came from the
tds group, who're as near to a standards body as tex systems get.

the trick is to specify things relative to the texmf (or rather,
texmf-local or localtexmf) root.  on a unix-alike system, there's a
~/texmf recognised, too: if you're just installing for your own use
you can put the fonts, etc., in that.

the problem is, of course, that people like me (at home), running old
distributions, need the old instructions ($TEXMFMAIN/dvips/config/);
whereas people like you and me (at work) need the new instructions
($TEXMFMAIN/fonts/map/).

i'm currently quietly boggling about this issue in the tex faq
sources...  it's about time i did something, but i'm really not sure
what.
