I can reproduce the problem with TL-2017 but with TL-2018 it works
like a charm.

I've renamed index.htm to index_dot_htm so that you can access the
whole directory in a web browser.

Thank you Reinhard for trying it and confirming. I am glad
the bug, whatever caused it, is fixed in TL 2018. I
should updgrade to TL 2018 also.
