Thanks, Logan. I thought that was the case, but was not sure. In Colorado the testing requirements are quite variable from one municipality/area to another . The Front Range is especially strict. Denver has been under the EPA gun due to our setting against the Rocky Mountains and our sometimes miserable air . It is estimated to cost $900+ to put the original, rather worthless, smog stuff back on to Moby Dick and it would not clean up the emissions that much. 1988 technology was just not that good.
