I think that Donald is correct. I'm not aware of the National Cave Protection 
Act having any bearing on the current WNS access restrictions by federal 
agencies.

        Does the National Cave Protection Act actually have anything to do 
with the current WNS access restrictions by federal agencies?  I was 
unaware that it was involved in this issue.
