The layout of the structure is identical to the piping layout of a
chemical plant.

I don't see any structure resembling storage but they could be
elsewhere underground.

The surface resembles water, but it could be a tinted glass roof.

The rectangular structures could be pumps, centrifuges, blowers,
separators and other
types of chemical processing equipment on skid packages.

The surface shows no sign of activity, so if this were a chemical
plant, it would be operated
by a very secretive organization, presuming it was in operation in the
last 50 years.

They could be piping the processed product to another location miles away.

The operators of the plant, could be using that white building nearby,
but it does not show
any heavy traffic to it.    So I doubt they are bringing in
ingredients to this plant here, meaning, they are also piping in the
ingredients from another location.

The plant is self-sufficient only requiring the people living in the
nearby houses to operate
the automated controls, in the same way that a compressor station works.
