According to the article cited, to register a Mexican cell
phone you need a person's CURP, a supposedly unique ID number. One
might think those numbers would be kept private, sort of like social
security numbers in the U.S. (admittedly not all that secret). I
would have thought it would be difficult to register in someone
else's name, but the article said many people were using Felipe
Calderon, so I guess the numbers must be readily available.

This raises at least two questions affecting people who travel to
Mexico from outside that country:
1. What about travelers from outside Mexico who want to take their
existing cell phones with them into Mexico? Will this be legal? Will
they be required to register their phones when they enter Mexico?
Will these cell phones work there at all?
2. Will this new cell phone registration policy lead to an increase
in robberies and thefts of cell phones by criminals who want phones
registered in someone else's name? Similarly, will it lead to an
increase in identity theft, where a criminal uses either your stolen
phone or a new phone registered with your stolen identity, causing
you to be arrested instead of the criminal when the phone is used in
illegal activity?
