The Department of Defense is looking to create an underground navigation system analogous to GPS. I'm not sure artificial lightning is a good idea, though. An alternative, much more benign and localized underground GPS system was presented at the ICS/NSS last summer. It requires a transmitter to actually be in the tunnel of interest, however. <http://www.isska.ch/En/rechdev/index.php?page=loca_cav>.
