The January, 2008 issue of Rock and Ice magazine had an interesting article about bolts.  The question was whether or not taking a fall while climbing and being caught by a bolt anchor weakens that bolt.  The answer is no, not as long as the bolt was properly torqued.  And how tight should a bolt be torqued?  Basically as tight as you can get it by hand.  The other part of the article discusses bolt failures.  (Stainless steel bolts are good!)  Bolts should always be backed up, and in caving they typically are.  You can read the article at <http://www.rockandice.com/inthemag.php?id=69&type=gearguy>.
