I haven't looked up the actual wording, but my guess is that the Texas
cave-protection act provides strong protection (permits and all that) for
state-owned caves and less protection for other caves. Given the strong
private-property ethos in Texas, I imagine you can do just about anything to
a privately owned cave if you have the owner's permission.--Mixon
