On the speleogenesis of the original subject, "speleotherms" (hot stag mights, or an editor who cannot use spell check) in the basement, let's not forget that these are Government buildings. Built by the lowest bidder. Using the cheapest concrete. Using the cheapest laborers. And most obviously the cheapest, leaky pipes. Add acidic water and low humidity, instant speleotherm. I'm not sure about the mine, not enough information presented for a suitable hypothesis.
As for the God topic,
If you are right, I'm just a future oil deposit.
