I know that Cavetex has hosted many discussions of interest that weren't
specifically related to Caving, but this debate seems uniquely
non-productive. There are a quarter million Katrina refugees in Texas
already and more on the way. Anyone in any major or mid-sized Texas city
now has the opportunity to volunteer and contribute right close to
home. Please contact your local agencies that are supporting Katrina
evacuees in your area.

First of all, I doubt that denying manpower based on organizational
alignment or lack of, is going to minimize chaos in this scenario.
Second this "incident command system" doesn't seem too obvious to me,
throwing food off of helicopters for a crowd to fight over, waiting 5 days
to respond with any real force or plan, and dropping people off on the
interstate... I guess I just don't see how this is working according to
your outline of it.
