I think the draggable idea will work. It is what we use in Booktype
(www.booktype.pro) for arranging table of contents and its an easy way
to do it...how will you update it and maintain the changes across
multiple clients? using a nodejs connection or some such?

However I would make the form nicer. Anyway you can make the form more
dynamic? it smothers the toc a little...
