Well I used ui.rb in the end:

#! /usr/bin/env ruby
require ENV['TM_SUPPORT_PATH'] + '/lib/ui'

output = []

TextMate::UI.dialog(:nib => '/Users/brett/p4/public/p4mate/connections.nib', 
:parameters =>  {} , :center => true) { |window|
    output = window.wait_for_input    
}


Though if any one knows what needs to be sent to the nib to dynamically 
populate a drop down box it would be much obliged
