I can only say that it is not a scam but an incident which was not handled properly by various authorities starting from the person who ordered court of inquiry to Chief of Army. Lots is being said that Raksha Mantri can not issue directive aka advice to chief to take disciplinary action. It is simple case of transfer of agriculture land from tea estate lease to a school. An error of judgement in decision by some one and may be interest of some one to help a friend of his by recommending decision maker to give issue NOC. The developer seems to have tied up with WB Government initially to open a hotel catering for Tea Tourism (NOC refused by army). Subsequently, it was changed to open a residential school with a false(?) information that it is a franchises of Mayo College Ajmer (ex-Elite school for Royals of Rajasthan).
