In 2017, we were a groupof 14 travelling from Sealdah to New Jalpaiguri and had booked 2AC tickets onthe Kanchanjunga Express which was W/L until chart preparation and as luckwould have it, we got 2 confirmed tickets and 6 RACs (was actually shocked tofind that such a long distance train had just one 2AC compartment). We hadbooked confirmed 2S tickets too for all the W/L passengers as a back up on thesame train and 6 of them eventually seated themselves in the 2S coach. Our RACallocated seats were scattered in the coach, and since it was a morningjourney, the 8 of us huddled around the last coupe where there were 3 otherboys seated and we had 2 RAC seats allocated in the same coupe, hoping to askthe TTE if there was a possibility all the RACs could be seated together. TheTTE had started checking tickets as soon as the train pulled out of Sealdah andI noticed he wastelling another W/L passenger to wait near his seat, i.e., the side lower berthopposite to the last coupe we were huddling in. We had all our IDsout and ready with a print out of the ticket and handwritten RAC seat numbersallocated to each person. After he checked our tickets, I put forth my requestif it was possible to have all of us seats together. He motioned me to wait ashe checked the tickets of the other boys in our coupe. The three of them,probably friends, two of them had RAC 2AC tickets and one had a SL ticket andwere hoping to convince and pay the TTE the difference fare to be seated together.The TTE declined to accommodate the SL passenger in the 2AC coach, saying therewere other RAC and W/L passengers who need to be accommodated first.Unfortunately, their little effort of trying to bribe him too didn't work; thataction of theirs worked in our favour when he asked the other 2 boys to exchange their RAC seatswith ours, and gave us all the 4 seats in the last coupe, we had two in theadjacent coupe, so we were seated together technically. He went onto ask where we were from and a couple of minutes of casual talk and he wentaway. Most of us dozed off almost immediately as we had flown in in a midnightflight to Kolkata and had taken this train at 6:30 a.m. Three hours later, I was wokenup by the TTE, he asked me the ticket print out, and allocated 3 more berths inthe coach, told me these passengers alight at Malda Town, and we cantake those berths. He signed on the print out and asked me to show it to anyother official who might come to check after Malda as he was alighting at Maldatoo. We were confused and wondering if we had to pay the TTE anything forallocating the berths to us. He noticed it and questioned about our confusedlooks, and I asked him if I had to pay him anything. He had a straight answer - the berth is allotted to you since you are the first inline to be upgraded from RAC to confirmed tickets. I am not doing you a favour,it is the rule, and you don't owe me anything. I haven't had many conversationswith TTEs other than the a regular ticket check, and I cherished meeting suchan honest person that day. On the contrary to theabove incident, earlier this year, me and my friend were travelling in the ACDouble Decker Express from Jaipur to Delhi, and there was a Muslim family with2 kids from Tamil Nadu who had visited Ajmer and were travelling back (we heardthem as we were seated right across and we understand Tamil). The TTE came andchecked our tickets and moved on to them. I didn't notice it immediately, butmy friend nudged me to see there was some confusion with their tickets and the TTE was arguingwith them and asking them to pay a fine. They were not carryingproper ID cards for the kids and the TTE had asked them for it, they just hadthe kids' school ID cards with them which was invalid. The TTE was bullish onthem and insisting on a fine, else to deboard them at Alwar which was about 20kms away. We felt it was wrong, and as the TTE moved away, I asked thepassenger if he had an ID on him, and he and his wife were indeed carryingAadhar cards and that the TTE had taken his ID away, and showing a paper clip with a new rule that allpassengers have to carry ID cards, and he felt helpless. I told himthere was no rule as per my knowledge and only my ID was checked when he sawour ticket and not my friend's, and the TTE was picking on him. I opened theIRCTC website, confirmed that the rule that said "One of the passengers inan e-ticket should carry proof of identification" and showed it to thepassenger. I asked him to do same in his mobile and tell it assertively to theTTE that he is correct in producing his ID. As the train halted at Alwar, Iaccompanied the passenger, and he showed the TTE the IRCTC website. The TTErealized that I was helping him and asked me if I knew Hindi and I told him myHindi isn't fluent enough, he showed me a snap of a Hindi newspaper clipping on his mobile which hesaid mentions that all travelling passengers should be having an ID card.He stopped another passenger to read out and translate the same to me inEnglish and the passenger confirmed it. I showed him the IRCTC website, toldhim I have just opened this in my mobile, this minute, and the rule clearlysays "one of the passengers" and not all, and the paper clippingisn't dated, and if it was true and such a rule implemented, there would havebeen an official announcement, and it would have been all over the news, andtheir website would have displayed it first. The other passenger agreed and the TTE fumbled, gave backthe Aadhar card, and walked away, loudly stating everyone should carry IDcards, and I retorted back asking if he has indeed checked "everyone's IDcards" and I got a blank stare. Such a hugeorganization, you are sure to find a sore thumb somewhere or the other anddoesn't mean everyone is same. As passengers, we have to make sure we arefollowing the rules and then stand up if we are harassed or victimized.
