WASHINGTON, Nov. 13 /U.S. Newswire/ -- Microsoft Corp. today
announced that it has appointed Thomas Richey as its new Federal
Director of Homeland Security. Richey will be responsible for
developing and executing Microsoft's strategy as a partner in the
U.S. government's evolving Homeland Security policy. Richey will be
located in the Microsoft Government offices, based in Washington,
D.C.

Richey has a long and distinguished record in public service
beginning in 1981 as a highly decorated U.S. Coast Guard officer
and as a senior policy advisor in the U.S. Senate. As a U.S. Coast
Guard commissioned officer, Richey was repeatedly decorated for
unprecedented law enforcement operations and staff assignments, the
most senior decoration being the Meritorious Service Medal for his
service as Senate Liaison in the Coast Guard of Office of
Congressional and Governmental Affairs. His other staff experience
included project management of multi-million dollar vessel
acquisitions and as an executive member of the Commandant's
strategic planning staff. He was also operations officer to a
major Coast Guard Command responsible for counter-drug, search and
rescue, and many other Coast Guard operations in the lower Gulf of
Mexico and Upper Caribbean Basin.

In 1997 Richey became the Coast Guard congressional liaison to
the U.S. senate where, as a result of his leadership, the Coast
Guard enjoyed unprecedented budget growth. In 2001 Richey retired
from the U.S. Coast Guard with the rank of Commander and became
senior policy advisor to senior Democratic Senator John F. Kerry,
of Massachusetts. Richey was responsible for advising on a variety
of major policies ranging from the economy and healthcare to
foreign and national defense. He was also a key advisor on
emerging Homeland Security issues.

"Tom's appointment is a significant step in establishing
Microsoft as a strategic partner to the government as it evolves
its homeland security strategy," said Mitra Azizirad, general
manager, Microsoft Federal Systems. "Tom's background in government
policy, his leadership roles, and his focus on an array of broad
security issues will be an asset to our customers."

Richey's responsibilities will include working with
policymakers, federal, state and local government customers, and
Microsoft partners and systems integrators to develop an
information technology framework for homeland security. The
initiative, which will stress cross-agency collaboration, will
recognize that government has significant investments in a variety
of technologies and how Microsoft can ensure that different
environments work together.

"This appointment shows Microsoft's commitment to Homeland
Security and to the nation," said Richey. "Microsoft is a world
leader in information management and our customers are looking for
guidance around this critical issue. I'm looking forward to using
my expertise gained from almost a quarter of a century in public
service to help bolster the nation's Homeland Security strategy."
