I'm trying to place my legend boxes in a different part of the page from the
main survey title and other \legendcontent info.  



To do this I expected to be able to define a second \legendbox and instruct
the legend boxes to be drawn.



Problem is that to suppress the legend boxes from the first \legendbox I've
had to use "legend = off" in my map layout.  This seems to suppress the
rendering of all legend boxes even if I try and use "input th_legend"
thereby bypassing the \iflegend test.



Seems I need to reassign "legend = on" in Tex but the PDFTex manuals are not
an easy read.



Any ideas?
